1. Time the current baseline.
2. Tidy data and write approved context.
3. Set role-based access.
4. Test on historical cases in isolation.
5. Run a three-person draft-only pilot for four weeks.
6. Train each role on review and exceptions.
7. Roll out in phases to all ten.

Gate before each phase

• Same accepted quality as the baseline.
• Active staff minutes measured, not estimated.
• Exceptions trending down.
• A named rollout owner signs off.

Training runs 15–30 h in the sample plan. Planning figures only.
